How does the TSA open locks the TSA-approved locks?
They likely have some kind of master key, but if one of those keys were ever lost or stolen, someone would have access to anyone's luggage.
Is there more to it than just a master key and hope the TSA never looses one?
As far as I know, there's nothing more to it than a TSA master key. But the main reason to lock your bags is just so that they don't pop open during the flight, rather than because things might be stolen. A cable tie, string, or twisty tie would work too. You hand your bag over to the airline and generally get to bagage claim before it does, so there isn't generally much of a chance for people besides TSA to open your bag anyway. The bagage handlers would generally be loading bags as a team, so they wouldn't be able to open your bags without someone seeing them, the TSA agents have to be able to open your bag, and no one else has contact with it. And most bagage locks would be pretty easy to break into even without a master key anyway, so it doesn't make much difference. You shouldn't put anything valuble in your checked bag anyway, as your bag could be lost, or an item could be stolen by a corrupt TSA agent, so having a TSA-approved lock shouldn't change anything.
