The luggage would exert a downward force of 40*9.8 = 392N. But you wish it to exert a 30*9.8 = 294N force downwards. Therefore you must exert an UPWARD force of 392-294 = 98N upward.
The free body diagram will show an applied downward force of 392N, an upward aplied force of 98N and a resultant downward force of 294N.
